Tankless water heaters are allowed in manufactured homes, you will need to follow the manufacturer's installation requirements, and this includes both adequate gas supply and combustion air. Remember that gas appliances (with exceptions) in manufactured homes may not use the interior air for combustion air.

For your information many single wide two story homes have them mounted on the exterior to maximize interior space of the home.

Recommend that you contact a plumber who is knowledgeable about tankless water heaters and manufactured homes.
